Combine an OOB Authenticator with an OTP Authenticator
To allow a user to authenticate using either their device or their Out-of-Band (OOB) credential (when the device is unavailable) without any operator intervention:

Add the OOB gateway to the user’s OTP policy’s list of Selected Delivery Gateways.

Add the CT_ACODE Credential to the user’s OTP policy’s list of Selected Credential Types.

Assign an OTP Device to the user, selecting the User’s device in the list of devices.

Register an OOB Authenticator for the user, selecting the OTP Authentication Policy in the Register Out-of-Band wizard.
