Use Case: Card Activation

This use case describes card activation after a service bureau has issued the card. The flow is similar to the PIV face-to-face personalization. The differences between this use case and face-to-face issuance are:

  • There is no printing involved.

  • The pending card issuance request may not be the same as for the full face-to-face issuance since the card will be partially personalized at the service bureau.

  • A card is already bound to the user hence any failure case should accommodate the card termination.

This use case is applicable when activation occurs from a badging station or from a third-party badging station.
